The capture of Sanaa in September by the Houthis (a Zaydi Shia movement) is the most significant development since 2011 and has transformed power dynamics, leading to the formation of a new government in November.
Despite widespread concerns, the Houthis appear to remain committed to the National Dialogue Conference transition process, and so we still expect that a new constitution will be approved in 2015 and then elections held.
