Output from the oil industry,which accounts for 50％of GDB will be flat in
2014-18．However,investment will remain high in the energy sector in
advance ofthe launch ofthe Shah Deniz II gasfield in late 2018．
The key test for the government over the forecast period will be whether it
can consolidate budgetary expenditure while maintaining real income rises，
non—o订growth and economic diversification．
