progress in reconciliation talks，with the risk that dissidents will revert to
violence to further their aims．
Although efforts will be made to curb subsidies，the govemment will
maintain high 1evels of social spending in an effort to stem further unrest．The
government is expected to run fiscal deficits in 2014-18，averaging 5．9％of GDP．
