The four-party governing coalition has only a three-seat majority in parliament, but narrowly survived at vote of no confidence in late 2014 and is expected remain in power until the general election in April 2015.
Following an estimated 0.1% contraction in real GDP in 2014, we expect a return to growth in 2015, of just 0.4%. We forecast average annual expansion of 1.8% in 2016-19.
The budget for 2015 promotes "social justice" by making income tax more, progressive, but also raises energy consumption taxes and reduces child benefits. Infrastructure investment aims to boost growth and create jobs.
