The president, Enrique Pena Nieto of the Partido Revolucionario Institucional, will focus on the implementation of his structural reform agenda to ensure sustained longer-term growth.
GDP growth is estimated to have remained weak in 2014, at 2.3%, but it will pick up to average 3.8% per year in 2015-19 as confidence recovers and the benefits of the structural reforms gradually materialise.
The government will take a countercyclical approach to fiscal policy, boosting spending in 2015-19. A fiscal reform approved in 2013 is designed to boost revenue by almost 3% of GDP by 2018.
