The president, Benigno Aquino, faces greater scrutiny after a budgetary programme was deemed unconstitutional by the Supreme Court in July 2014. However, three impeachment motions brought against Mr Aquino were dismissed by Congress in early September. The president is protected from impeachment motions for 12 months, as under Philippine law officials may face such proceedings only once in a year. The Economist Intelligence Unit there fore expects Mr Aquino to complete his term and to stand down as planned in 2016.
