Retail sales in France reached an estimated €380bn (US$504bn) in 2013-equivalent to around one-third of total private consumption and just under 20% of GDP.
The outlook is for fairly weak growth in consumer spending, particularly during the first half of the forecast period, when private consumption growth (and retail sales) will be constrained by a faltering recovery characterised by high unemployment, modest wage growth and a heavy tax burden. If the euro zone crisis were to intensify again—not our baseline forecast, but a growing risk—households would rein in spending sharply.
The French economy has yet to move into a solid recovery phase and political risk is increasing as the collapse of support for the governing Parti socialiste (PS) has allowed the far-right Front national (FN) to take and hold a position as one of the two most popular parties in France.
In the medium term, demographic factors—including population ageing, the growth of single-person households and the high proportion of women in employment-will have an important influence on the structure of demand.
