摘要

Healthcare spending per head in the Philippines, at just under an estimated US$132 (at market exchange rates) in 2014, is among the lowest of South east Asia's major economies. It ranks well below that of Singapore (US$2,599), Malaysia (US$434). Thailand (US$226 and Vietnam (US$140). As a proportion of GDP, however, the Philippines is estimated to spend a respectable 4.6% on healthcare, comparable with the ratio in Singapore (4.7%) and above that of Malaysia (4%) and Thailand (3.9%).
The government led by Benigno Aquino, who assumed the presidency in mid-2010, has promised to respond to the growing need to improve healthcare coverage. During his election campaign, Mr Aquino pledged to assign a higher priority to social services than his predecessor, Gloria Macapagal-Arroyo, promising to make healthcare universally available. The next presidential election is scheduled for 2016.
Mr Aquino's pledge has come one step closer to fruition with the passage into law in June 2013 of the Universal Healthcare Bill. It promises health insurance for all Filipinos, especially the very poor. As a result of the legislation, by early 2014 about 80% of the population was covered by the Philippines Health Insurance Corporation (PhilHealth), the operator of the National Health Insurance Programme (NHIP), according to Pacific Bridge Medical.
