Oil accounted for 32% of fiscal revenue and 13% of total export revenue in 2013, providing a disproportionately large share of support to the fiscal accounts and merchandise trade balance.
Petroleos Mexicanos (Pemex, the state-owned oil and gas company) is the world's fourth-largest crude oil producer, with the 13th-largest crude reserves and refinery capacity globally. The monopoly on the exploration, production, refining and marketing of oil and gas, and related products it has held since 1938 (gas distribution was opened up to foreign investors in 1995) has been watered down by a comprehensive energy reform approved in December 2013, whose secondary legislation is currently pending adoption.
