Real growth in incomes in the medium term is likely to remain below that achieved during the years preceding the recession of 2009, when the economy expanded strongly, accompanied by rapid wage and credit growth. The government's fiscal position will also be much more constrained by the urgent requirement of reining in the budget deficit. This will limit the expansion in healthcare spending, especially during the first half of the forecast period, despite significant health challenges.
Based on historical figures from the World Health Organisation (WHO), The Economist Intelligence Unit expects that healthcare spending will be equivalent to an average of 74% of GDP per year during the forecast period, rising slightly towards the end. This is on a par with other east European countries such as Poland, although lower GDP in Bulgaria means that it translates into far lower funding overall.
