摘要

Hong Kong residents are avid users of mobile telecommunications services. Many own different phones for business and personal use, as well as for international travel. Although there are already 209 subscriptions per 100 people, penetration rates are expected to continue rising, exceeding 270 subscriptions per 100 people in 2018. But subscription growth will slow to 5.8% a year on average in 2014-18, from over 11% a year in 2009-13, reflecting their already high level.
In 2012 the government abolished the Office of the Telecommunications Authority, replacing it with the Office of Communications Authority (OFCA). The new, consolidated body regulates not only the telecoms sector, but also the broadcasting industry.
There are four mobile-phone operators in the territory, covering a population of just over 7m. The market leader is PCCW-HKT. Other major players include Hutchison Telecommunications (under the "3 Hong Kong" brand), SmarTone and China Mobile Hong Kong. Competition in the local market has been intense and is likely to remain so, despite the recent takeover of CSL New World Mobility by HKT, which reduced the number of operators from five to four.
