India is the world's second-largest mobile market, based on the number of connections, but it is also crowded and debt-laden. Most telecommunications companies are burdened by large investments and strained margins and profits, increasing the scope for consolidation in the sector during the forecast period. Once a showpiece of India's services sector, the telecoms industry has been damaged by the previous, Indian National Congress-led government's mismanagement, characterised by corruption, tax disputes and exorbitant fees.
Smaller telecoms companies are equally eager to explore M&As, to acquire scale, lower network and operating costs through synergies, or source funding. Malaysia's Maxis Communications has reportedly been seeking a buyer for Aircel, and in March 2014 revived talks with Idea Cellular. Sistema Shyam Teleservices, the Indian arm of a Russian conglomerate, Sistema JSFC, with a 1% market share, has had merger talks with Tata Teleservices and Aircel.
