At an estimated US$127 (at market exchange rates) in 2013, the level of healthcare spending per head in the Philippines is one of the lowest among South-east Asia's major economies, below that in Singapore (US$2,147), Malaysia (US$463), Thailand (US$191) and Vietnam (US$137)- As a proportion of GDP, however, the Philippines is estimated to spend a respectable 4.6% on healthcare, above the ratios in Singapore (3.9%) and Thailand (3.3%).
The government led by Benigno Aquino, who assumed the presidency in mid-2010, has promised to respond to the growing need to improve healthcare coverage. During his election campaign Mr Aquino pledged to assign a higher priority to social services than his predecessor, Gloria Macapagal Arroyo, and has said that he will make healthcare universally available. The next presidential election is scheduled for 2016.
This promise has come one step closer to fruition with the passage into law in June 2013 of the Universal Healthcare Bill, which promises health insurance for all Filipinos, especially the very poor. Mr Aquino's capacity to increase spending on healthcare will be limited, however, especially in the early years of the forecast period, owing to the weakness of the public finances.
