The oil and gas industry plays a pivotal role in the Nigerian economy. The sector accounts for around 13% of the country's GDP, 95% of export revenue and around 75% of government revenue (although these figures fluctuate, depending on global oil prices).
Although Nigeria is a major exporter, the provision of oil and gas products to the domestic market will remain poor. The government will struggle either to reduce the still significant petrol subsidy or to sell off the country's four refineries, as they have been so poorly managed and maintained that they are an unattractive proposition to foreign investors.
New refineries have been planned for several years, but a lack of finance and the absence of an investor-friendly policy environment have caused several delays. As part of the energy sector reforms under the Petroleum Industry Bill (PIB), the government plans to end price subsidies and privatise the refining sector.
