Annual expenditure on healthcare in China is expected to reach US$911．4bn by 2019．Spending will grow at an average rate of 9．5％a year in nominal
US-dollar terms in 2015。19，driven by rapidly increasing incomes and the government's public healthcare reforms． China aims to provide”safe，effective,convenient and affordable”healthcare to both rulnl and urban residents by 2020．Achieving mis goal is seen as integral to rebalancing the economy towards private consumption，as high levels of precautionary saving are a constraint on spending．However,with total healthcare expenditure forecast to reach the equivalent of only 5．9％of
GDP by 2019，up from an estimated 5．6％in 2014,spending on healthcare will remain low in comparison with OECD countries． The quality of health services available in rural areas is much poorer than in the cities．Efforts to address this disparity mean that healthcare spending in the countryside(including on clinics，insurance，equipment and dmgs)will rise more quickly than in urban areas．Nonetheless，most healthcare spending will Still be directed to the cities in 2015-19．
