In 2014-20, energy consumption will grow at an average of 4.2% per year, supported by strong economic growth, continued urbanisation and higher standards of living. Annual energy consumption will rise from 36m tonnes oil equivalent (toe) in 2014 to 45.9m toe in 2020.
Colombia's energy consumption per head, estimated at 0.7 toe in 2013, is lower than that of all other major Latin American economies (including Ecuador and Peru), reflecting a relatively low GDP per head, very low vehicle penetration, high rural-urban inequalities, persistently high poverty levels and the absence of significant subsidies for hydrocarbons (which limits demand).
After going through significant structural changes in the past decade, the energy regulatory framework will continue to focus on providing guarantees and incentives for foreign investment, including in oil, gas and mining (especially coal, nickel and gold). However, protests affecting the sector are also rising, which could force the government to increase oversight or even halt some projects.
