Colombia has the fifth-largest healthcare market in Latin America and in 2013 spent an estimated 7.5% of GDP on healthcare, one of the highest proportions in the region. The government's plans to increase benefits and allow consumers with rising incomes to pay out of pocket for healthcare services and medicines-as well as an ageing population-will keep spending high as a proportion of GDP in 2014-18.
In 2017-18 total healthcare spending will ease slightly, to 7.3% of GDP. This will be driven by a more restrictive monetary policy and fiscal consolidation resulting from the implementation of a structural fiscal rule, which will require the government to post ambitious primary fiscal surpluses as of 2016.
By the end of the forecast period, healthcare spending per head will rise to US$696 (from US$579 in 2013), but the strength of the peso will mask higher growth in local-currency terms. The Economist Intelligence Unit calculates that healthcare spending per head will rise by an annual average of around 5.8% in local-currency terms in 2014-18. In regional terms, however, Colombia will continue to lag behind most Latin American countries in terms of spending per head, ahead only of Peru and Ecuador.
