The economy was virtually stagnant in 2012-13, and The Economist Intelligence Unit estimates a fell in real GDP of around 8% in 2014 (including the loss of Crimea, which was annexed by Russia in March). We forecast a very weak recovery in 2015. Assuming some modest success with reforms, we expect economic growth of about 3.5% on average in 2016-18. This is well below the unsustainable rates reached before the 2008-09 crisis, but quite respectable in a low-growth regional context.
The pace of growth in real incomes has been severely damaged in 2014 by economic recession, domestic and international political crises, and war in the south-east of the country against Russian-backed militias. Incomes will recover in 2015 only weakly at best, but should start to recover more quickly in 2016-18.
