One consequence of the policy shift, and of existing generous state subsidies for renewables producers and large industrial consumers, has been a sharp rise in utility bills for most German households. Energy prices are almost certain to continue to trend higher over the forecast period.
Rising energy costs have stoked unrest among consumers and businesses. As a result, following the September 2013 general election, the new coalition of the centre-right Christian Democratic Union (CDU), its Bavarian sister party, the Christian Social Union (CSU), and the centre-left Social Democratic Party (SDP), made adjustments to the policy.
The government's energy strategy will now focus on the most cost-effective renewables, notably onshore wind and photovoltaics. The expansion of wind and solar power generation is being capped, and from 2017 the renewables sector for electricity will be opened to competition. The government has also approved significant reductions in renewable energy price subsidies.
