Annual expenditure on healthcare in China is expected to reach US$928.1bn by 2019. Spending will grow at an average rate of 9.8% a year in nominal US-dollar terms in 2015-19, driven by rapidly increasing incomes and the government's public healthcare reforms.
China aims to provide "safe, effective, convenient and affordable" healthcare to both rural and urban residents by 2020. Achieving this goal is seen as integral to rebalancing the economy towards private consumption, as high levels of precautionary saving are a constraint on spending. However, with total healthcare expenditure forecast to reach the equivalent of only 5.9% of GDP by 2019, up from an estimated 5.6% in 2014, spending on healthcare will remain low in comparison with OECD countries.
