Energy consumption per head is among the lowest in Europe, at an estimated 2.26 tonnes of oil equivalent (toe) in 2013, down from a peak of 2.74 toe reached in 2005 and 2008. Nevertheless, Greece is a net energy importer, with imports accounting for two-thirds of total energy supply and nearly all of oil and natural gas consumption. The Economist Intelligence Unit expects Greece to become a net exporter of electricity over the forecast period as the country's huge wind and solar potential is harnessed more than previously.
Greece had planned to replace foreign oil with domestic lignite coal, but concerns about pollution and commitments to cut greenhouse gas emissions under the Kyoto Protocol shifted the emphasis to cleaner natural gas.
With coal the only major domestic energy source, Greece has strengthened ties with energy-exporting countries such as Azerbaijan and Kazakhstan, but this will be hampered by limited transmission capability. However, the envisaged construction of the Trans Adriatic Pipeline (TAP) and expected operation by 2019 will enhance energy flows from Azerbaijan. Crossborder links for electricity and gas with Turkey have also been established. In compliance with international sanctions, Greece is not importing crude oil from Iran.
