Annual expenditure on healthcare in China is expected to reach US$897bn by 2018. Spending will grow at an average rate of 114% a year in local-currency terms in 2014-18, driven by rapidly increasing incomes, which will support individual expenditure on healthcare, and also by the government's public healthcare reforms.
China aims to have a system providing "safe, effective, convenient and affordable" healthcare to both rural and urban residents by 2020. This is seen as integral to rebalancing the economy towards private consumption, as high levels of precautionary saving have acted as a constraint on consumer spending. However, with total healthcare expenditure forecast to reach the equivalent of only 5.9% of GDP by 2018, up from an estimated 54% in 2013, spending on healthcare will remain low in comparison with OECD countries.
