Although Belgian banks suffered more than many others in western Europe from the effects of the global financial crisis, they were relatively well capitalised as of late 2013. According to IMF data, regulatory Tier 1 capital represented 16.5% of risk-weighted assets in the third quarter of 2013. This compares with 13.1% in France (for the second quarter of 2013), 12.8% in the Netherlands, and 15.3% in Germany. This is largely thanks to state aid and substantial deleveraging since the crisis began. The Economist Intelligence Unit expects the deleveraging process to continue in the first half of the forecast period.
Financial-conditions in the euro zone have improved in recent quarters, in particular in peripheral countries, thanks largely to the actions of the European Central Bank (ECB). While this has had a stabilising effect, many of the underlying weaknesses of the financial sector in the bloc remain.
