The hydrocarbons sector is the mainstay of the Libyan economy: oil exports typically provide more than 90% of government revenue.
After a brief revival of oil production in 2012, the sector was severely affected by worker strikes and renewed fighting between various armed groups that back rival governments in the eastern and western regions. The Economist Intelligence Unit does not expect production to return to pre-conflict levels of 1.6m barrels/day (b/d) during the forecast period.
We expect Libya's energy sector policy to be severely impaired owing to the divisive rivalry between two parallel governments in the eastern and western regions of the country.
