Ongoing tensions between the president, Michel Martelly, and the legislature will further weaken Mr Martelly's already fragile government and keep its effectiveness low as it enters its final year in office in 2015.
Policies will continue to focus on job creation, infrastructure upgrades and home-building, along with efforts to attract private investment, but weak administrative and implementation capacity will hamper progress.
The current-account deficit will stay very large, averaging 11.5% of GDP in 2015-16 as import spending far exceeds export earnings. It will be covered mainly by inflows of foreign grants and multilateral loans.
