Healthcare spending per head in the UAE, at about US$1472 in 2013, is high for the region. Nonetheless, healthcare spending constitutes only a small proportion of GDP and is reported by the World Health Organisation (WHO) to have declined in 2012, to 2.8% of GDP, after a surge in 2009-11. That share is expected to edge back up to only 3.2% by 2018, even though authorities have made healthcare a key policy goal.
