Healthcare spending in local-currency terms has grown steadily and is expected to rise by an annual average rate of 84% in 2014-18 (and by 8.2% in US dollar terms), reflecting its growing share of GDP. Spending growth has historically trailed that of other regional markets such as Brazil, although an improved economic outlook into the medium term will keep growth robust.
Total expenditure on healthcare was equal to an estimated 6.8% of GDP in 2013 which is low by OECD standards, as well as low compared with Brazil. The rate is expected to rise gradually over the forecast period, to 7% of GDP in 2017-18, but could increase further if the fiscal reform raises enough revenue.
The government has reinforced its commitment to unifying existing public healthcare services into a universal social service, an ambition that could be achieved in the next five years. Nevertheless, there are questions over whether the recently implemented fiscal reform (which aims to raise 3% of GDP in extra revenue by 2018) will be sufficient to accomplish this goal.
