Poland spent an estimated 6.9% of GDP on healthcare in 2013. The Economist Intelligence Unit expects healthcare spending to rise gradually in 2014-18 as incomes rise. Healthcare spending is forecast to increase to 7% of GDP in 2016-18. This equates to annual average growth of 6.9% in total spending in local-currency terms (or 94% in dollar terms) in 2014-18.
Despite this relatively low level of spending, the healthcare market has grown considerably in recent years. Healthcare indicators should continue to improve during the forecast period, particularly as the government is expected to continue to make use of EU funds for the modernisation of the sector.
Owing to persisting fiscal constraints on the government, legislation is likely to focus on cost-cutting and privatisation of the system (particularly hospitals) in order to compensate for a decline in available funds from the state budget and a fall in health insurance premiums. There is also a concerted effort to cut Poland's Pharmaceuticals bill through tighter regulations on prescription and reimbursement, which came into force in 2012 and were amended in 2013.
