The small size of Hong Kong's population means that total healthcare spending in the territory will be relatively modest compared with other markets, at a forecast US$21.9bn in 2019. Health spending will rise by around 4.8% a year in nominal local-currency terms in 2015-19.
Low spending on healthcare partly reflects the local demographic balance-only 17.5% of the territory's population will be over 65 by 2019, compared with about 28% in Japan. Older age groups require a disproportionately high level of medical spending: Singapore, 12.7% of whose population will be aged over 65 in 2018, will spend just 3.9% of GDP on healthcare in that year.
Healthcare spending tends to spike during outbreaks of infectious diseases, such as severe acute respiratory syndrome (SARS), avian influenza (bird flu) or swine flu. The overwhelming bulk of the extra spending during disease outbreaks comes from the public purse.
