摘要

Healthcare spending has increased in recent years in GDP terms, owing to rising disposable incomes and higher public healthcare expenditure. Due to shortcomings in the public healthcare system, a quarter of Brazilians go private. Total spending is estimated at 9.1% of GDP in 2013, according to the World Health Organisation (WHO). This spending rate is higher than the Latin American average, but will stay at that level until 2019.
The Economist Intelligence Unit forecasts that total spending on healthcare will rise to US$233bn by 2019, implying compound annual growth in 2014-19 of 3.2% (partly reflecting currency depreciation), and 7.5% in local-currency terms-nearly 1 percentage point of which will be the result of population growth. This represents a slowdown in spending growth compared with 2008-12.
The economy is estimated to have grown by only 0.2% in 2014, and fiscal and monetary tightening will cap the upturn in 2015. From 2016 rates of GDP growth will be around 2%, under half the rate during Brazil's 2004-10 boom. Fiscal tightening in 2015-16 and a weaker economy will weigh on the expansion of the public healthcare budget. In the long term, firmer growth and a share of royalties from the commercialisation of Brazil's pre-salt oil reserves will boost the budget.
