The healthcare system has undergone a prolonged period of transition under the government's 2003-13 Health Transformation Programme. The programme's goals were to achieve better healthcare outcomes and wider access through the introduction of universal health insurance. According to the Ministry of Health, the level of satisfaction with healthcare services rose from 39.5% in 2003 to about 76% in 2011. Continued implementation of the programme's goals will be supported by the ministry's strategic plan.
The Ministry of Health's Strategic Plan 2013-17 provides the framework for the continued transformation of the healthcare system. It includes revised targets for a wide range of performance indicators such as infant mortality rates, vaccination rates and out-of-pocket health expenditure.
By 2011 health insurance coverage was 98.2% of the total population (85% for the poorest decile, which was up from less than 25% in 2003). The extension of health insurance coverage, rising income per head, a growing population and a gradual rise in life expectancy all point to a continuation of the strong upward pressures on healthcare spending that emerged in 2006-09, regardless of economic fluctuations.
