The Economist Intelligence Unit estimates that Taiwan had 32m mobile-phone subscribers in 2013, representing an estimated mobile penetration rate of nearly 137%. The rate is forecast to exceed 160% by 2019.
The number of 3G mobile-phone subscriptions stood at 24.8m at end-2013, according to the National Communications Commission (NCC, the sector's regulator). The 3G mobile-phone subscription base has been growing strongly, expanding by an average of 17% a year in 2009-13, as users switch from 2G. According to the NCC, about 18m subscribers had access to mobile broadband in 2013.
Besides handset replacement, there remains considerable scope to generate income through 3G data services. Such services accounted for 35% of the revenue of the island's mobile-telecommunications operators in 2013, according to a telecoms research website, Budde.com—still a relatively low proportion by international standards.
