摘要

The Economist Intelligence Unit expects healthcare spending to return to growth in 2015 following four years of contraction. However, in line with the slow pace of the economy's recovery, growth in healthcare spending will be modest and total spending will remain below its pre-crisis level by the end of the forecast period in 2019.
Spending per head will rise by an average of 0.9% a year in 2014-19 (local-currency terms). According to the most recent OECD data, total healthcare spending as a percentage of GDP stood at 94% in 2011, down from a high of 9.6% during the recession of 2009-10. We expect this to ease further, reaching 9.1% of GDP by the end of the forecast period, largely as a result of the economy's return to growth.
In 2012 a co-payment system for prescription medicines was introduced as part of the government's plan to curb public spending. As in many other countries, cutting pharmaceutical costs forms a key plank of government efforts to rein in total health spending. In 2011, pharmaceutical costs accounted for 174% of Spanish health spending, according to OECD data, slightly higher than the OECD average of 16.4%.
