Despite continued (if low-level) bouts of social unrest, the weak opposition has no real plan for how to harness protest to force the government out of office. The president, Nicolas Maduro, appears secure in the short term.
The public finances will remain opaque, with a large share of revenue and expenditure being channelled off-budget into parallel funds used at the government's discretion and without any institutional oversight.
Corrective measures to bolster the external accounts will continue in 2014, but a subsequent increase in import spending will cut the current-account surplus to just 0.1% of GDP by 2018. Reserves will continue to fall.
