Russia's mobile penetration, at an estimated 178.9 subscribers per 100 population in 2013, is among the highest in the world. The number of mobile subscribers is forecast to grow in 2014-18 at a modest annual average rate of 3.1%. Penetration is forecast to reach around 210% in 2018.
The market is dominated by three players, which together control about 80% of subscriptions: Mobile TeleSystems (MTS), MegaFon and VimpelCom. However, competition is growing following the entry of a fourth significant player into the market during 2013—the Russian branch of a Scandinavian firm, Tele2, which in April 2013 was acquired by VTB Bank for US$3.6bn. In October VTB sold a 50% stake in Tele2 for an undisclosed sum to a consortium of Russian businessmen led by Yuri Kovalchuk.
