摘要
Russia's healthcare spending, at US$850 per head in 2014, is on a par with that of countries such as Poland and Saudi Arabia. Healthcare spending is forecast to average 6.2% of GDP in 2015-19, compared with around 11.5% in Germany. The government aims to increase this eventually to 6-7% of GDP.
However, the government may need to make budget cuts, particularly in the early part of the forecast period, owing to the weaker economic outlook. The budget for 2015 is based on growth of 1% and an average oil price of US$ioo/barrel. Spending on healthcare is one of the areas that the government may reduce.
Out-of-pocket spending and the purchase of private insurance will be negatively affected by the weaker economic environment, owing to the imposition of international sanctions and lower global oil prices.
