Healthcare spending has risen steadily in nominal terms in the past decade and will expand at an average annual rate of 40% in 2014-18. This largely reflects very high inflation, however, and the weak macroeconomic outlook will limit potential growth, keeping spending at an average of 4.7% of GDP in 2014-18, below 2009-13 levels. Population growth is strong, at around 1.5% a year, so healthcare spending per head will rise more slowly.
Repeated devaluations of the fixed exchange rate will restrain spending growth in US-dollar terms, particularly bearing in mind that the devalued rate will still be massively overvalued.
