French spending on healthcare is estimated at 12.1% of GDP in 2013. This share is higher than in any other EU country, but well below that in the US (18% in 2013). The proportion is expected to fell slightly in 2014-18.
Annual healthcare expenditure per head is expected to rise by 0.9% on average in US dollar terms (1.9% in euro terms) in 2014-18, to US$5495 in 2018, which puts France among the top ten countries in the world for spending per head. As the population is also increasing gradually, this equates to annual average growth in total healthcare spending of 14% in US dollar terms, or 24% in euro terms.
These projections suggest that expenditure growth will remain within the annual target of 2.5% set by the national plan for annual spending on health insurance, the Objectifs nationaux des depenses d'assurance maladie (Ondam) for 2014-17. Spending restraint will rely heavily on controls on pharmaceutical spending, which are likely to deliver the bulk of the annual savings of around €3bn assumed by the government's plans.
