The Communist Party of Vietnam (CPV) will maintain a firm grip on power, despite factional splits over policy. The government will continue to prevent public dissent from escalating to ensure broad political stability.
The government remains committed to restructuring the banking sector and partially privatising hundreds of state-owned enterprises, but progress will be slow and hindered by policy disagreements within the CPV.
Although Vietnam is not as reliant on oil exports as previously, lower oil prices in 2015-19 (compared with 2010-14) will hurt the current and fiscal accounts but accelerate the economy's move into higher-value manufacturing.
