The Economist Intelligence Unit expects the president, Benigno Aquino, to complete his term and stand down in 2016, following the dismissal of impeachment motions against him in September 2014. The president is protected from further impeachment motions for 12 months, as, under Philippine law, officials may face such proceedings only once within any 12-month period.
Mr Aquino nevertheless faces greater scrutiny, after a budgetary programme was deemed unconstitutional by the Supreme Court in July 2014. The court ruling represents a heavy political blow against the president, and could weaken his ability to push through reforms to improve governance and boost economic growth. Although no allegations have been made that Mr Aquino or other top officials used the programme to line their pockets, there is growing concern over the president's wide powers to realign and move funds around, and this may prompt future reforms to economic governance.
